    A dog in the balcony

We have moved in a new flat. One resident leaves a dog in the balcony. A dog is in the cage. He is barking like crazy.

I think this is not only noisy, but it can also be dangerous to kids because dog barking could attract kids and they may fall from the balcony.

I called the management office, but HK people do not understand this is a bad thing. Should I call anywhere to rescue the dog?

Personally, I don't agree with the idea of having medium or larger dogs in apartments which are not huge full stop.
    Wow, alot of qualification there..
Anyhow, I'm not sure about saying the dog on the balcony is dangerous to kids.. bit of a stretch.

On a side note, did anyone else reading this thread have trouble getting the kids song "how much is that dog in the window" out of your mind while perusing? I just hope it doesn't stick with me all afternoon ..

The marmalade is in the wardrobe.
The red kipper arrives at dawn.

There is another long thread on here about another dog kept in similar (bad) circumstances. So far, nobody has been able to suggest any solutions as the rescue services won't do anything if it has not been abandoned. I don't think there is any danger to children but I think it's an appalling way to treat a dog.

A Dog in the Balcony sounds a lot better than 'A Weasel in My Meatsafe' by the sadly missed Phil Drabble.

Some suggestions/possible solutions were promptly shot down as it did not seem worth a minor run-in with the law to try and give a pedigree chum a break from having to eat its own poo.

If one of my neighbors left their dog in a small cage on their balcony all the time, I'd head over and confront them, and stuff them in the cage and see how they'd like it.
