HKID lost - getting a new one issued without visa

A friend of mine was working here with me two years back and now came back to visit old friends. During his stay he's lost his HKID, which he had received during his previous stay.
Can he get a new one issued while being in HK on a tourist visa or would this not be possible?

    Thanks in advance!

HKID is ONLY valid with a valid visa. if he is not allowed to live here, ie has come on a visitor visa, then NO, he is not allowed to get a new hkid card.

if he gets another job here with a proper visa granted by immig, then he can apply for a new one.

Just to be clear, was it a Permanent HKID or a non-permanent one? He could have entered as a Visitor simply for convenience, despite having Right of Abode (or Right To Land).

    Non-permanent, "regular" HKID.

In that case, yes, as carang says. If he does get another visa then he will get the same HKID number back again I believe.
