Is Visa needed for temporary course?

Hello! I am a HK citizen and my boyfriend is holding a Finnish Passport. He is planning to complete his degree course here in the coming September. He still has not got a student visa yet, but he would like to come to Hk as a visiter in February and may stay here for another three months.

1. Can he enrol in some temporary courses organized by some educational organizations without a student visa?

2. If a student visa is needed for those temporary courses, can he get one through the immigration department?

The way I understand it is if he is going to be attending like university courses or something he will need a visa. But, if he wanted to sign up at a shop down the street offering a three week Cantonese course that is fine.

If he is doing it through a university or something they should have information about visas there, and in fact should be helping him with organizing paperwork and everything.
