About the requirement that holders of Wui Heung Jing " must be RESIDENT in HK (or settled in HK as a resident- holding a HK Identity Card)" (or Macao)--
this simply means that the holder must have the status of a resident in HK (regardless of whether the holder is permanent resident or non permanent resident).

So if a Chinese citizen (who is also HK PR) physically resides overseas, he/she may still get the Wui Heung Jing, as he/she HAS RESIDENCY STATUS IN HK. This is what is meant by being "resident" in HK.

Entirely possible, if it wasn't Hong Kong would be a lot emptier. There are even LegCo members holding these passports.
