    Job offer letters can not be regarded or treated like an employment contract you need for the visa application or extension. As you already mentioned it, job offers can be rejected or taken back by both parties applicant and hiring company at any time.
    For your working visa application you need a company/employer ready to sponsor you.

    Thanks PDLM. Since my old employer has informed the Immg Dept about my resignation, does the new employer needs to fill in the "employment transfer" form since I am not employed anymore by the old company? (Btw, I can't see any such form from the Immg website.) Does the new company needs to submit all relevant documents again to apply for a new visa? or is it just updating the record?
    I was vaguely told that I/new employer need to fill up the Explanatory Notes for Applications for Employment (Form ID428B) and Application for an Extension of Stay (Form ID91). Is it true? or there are more forms to fill in?

    Unless the process has changed in the last couple of years you fill in the same forms and with the same supporting documentation as in the original application (except that you don't need to resubmit your qualifications and stuff that hasn't changed). The new employer needs to submit the same justification why they can't find a local to do the job and evidence that they have tried.
