Right to land and international student fees

If I was to enroll in a Hong Kong university, would international student fees still apply to me if I have the right to land ? I want to spend an academic term in Hong Kong taking a few courses at a local university not on an exchange program.

From what I know, I am considered a resident in Hong Kong since I'm settled and no subject to any limit of stay. Has anyone here with the right to land attended a post secondary institution ?

Only people who require a student visa are regarded as non-locals, so you don't have to pay the international fees. But if you apply from overseas there might be some confusion. I'd recommend to check with HKU directly what steps you should take.

Thanks. I'm actually shopping for places to spend some time abroad while studying on a letter of permission from my home university. Do you know if HKU or any other university in Hong Kong allows locals to enroll into any course without being in a program ?

I'm guessing I wouldn't be eligible for any study abroad program in Hong Kong since I'm considered a permanent resident.
