Faking the identity and got Permanent ID card as well

u mentioned that the fake ID was made in Pakistan. I am assuming that with his fake paksitani ID he got himself a Pakistani passport and HK immigration used that passport ( which is original or fake?) as basis of issuing visa.

Yes, he used that fake identity to get in hong kong including all legal documents.

The problem is what is the right thing to do? Is the man an ordinary citizen trying - albeit in the wrong way - to get a better life or is he hiding s.th more sinister? In all likihood it is the first but in today's world can we take a chance on the 2nd? Glad I don't have to make the choice.
