Does an International Student enrolling in Hong Kong University become a Hong Kong Resident..

If I enroll for a Post Graduate Course with HKU.
Would i be eligible to be a Hong Kong Resident?

Only HK Residents are eligible for Continuing Education Fund.

"Eligible for CEF are Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction, i.e. “A” (right of abode), “R” (right to land) or “U” (remain in Hong Kong without restriction) should appear below the date of birth on the HK Smart ID card. "

So just wanted to know, if a student from a different country enrolls for a Post Graduate Course, does he automatically become a Hong Kong Resident and become eligible for CEF?

    Thanks

No based on what you are posting from that. It is for HK locals not those on other visas as I read this including regular student visas or even those of us who have work visas as all of these visas have restrictions - like mine - it ends in two years.

Having a student visa would not grant you the Right of Abode, Right to Land or the Right to Remain in HK without restriction. (The restriction would be you can stay while you're studying.)

I have received my smart ID card just recently as I went to HK to activate my QMAS visa (which my relative collected on our behalf). Even as QMAS visa holders, we have restriction being placed on our visa, which is one year from the date of activation and subject to further renewal until we stayed 7 years in HK. By that time, we can apply for permanent residency which gives us the right of adobe (ie. without further restrictions).

My smart ID has CO written on it. "C" means the right to remain being restricted by the ImmD, while "O" means overseas born. My ID has this title "Hong Kong Resident Identity Card" on it and I believe that is the misleading bit. It is the essentially same ID card which everyone is holding before being granted permanent residency.

A student visa will have residence restriction as well, therefore it looks like you are not qualified for the CEF, unfortunately! You will, only when you have stayed long enough (ie. 7 years).

The next time you renew your QMAS if they allow you to, you will get two years, then three years, provided that you can prove you are doing something to contribute to Hong Kong.

Thanks for the info. From what I gather, there is no need to exit HK and re-enter HK again with the upcoming QMAS visa renewal?

I remember seeing some courses on HKU website, there is an indicator whether it is a CEF qualified course. The course has nothing to do with engineering though...

Perhaps get in touch with them on subjects you are interested in?

    Good Luck, mate!

Isn't it 2-2-3 pattern for QMAS visa renewal?
