Permanent ID card/HKSAR Passport

Hi All,

I have a question for anyone that can give some feedback/suggestion. I have a friend who is half Chinese and half Dominican. Father is Chinese from Hong Kong and his mother is from Dominican Republic. He was born in Dominican, held a Dominican passport, lived there until he came to HK in 2007 (been living since his move). He wanted to apply for a HK Permanent ID card but not sure if he is eligible for it (currently holding a HKID). He would also like to apply for a HKSAR passport, does anyone know if he's eligible for either/both of them?
