Having said that.. anyone born in Hong Hong before 1983 has at least right to land in HK. Provided his dad was married at the time, then he automatically handed that down to his sons/daughters born anywhere in the world as long as it was before the 97 hand over.
Theoretical situation: A guy from Nigeria who's mother went into labour and had the baby in HK then took him back to Africa. He then gets married in 1982 to an Australian lady and has 5 kids with his wife. The kids were born in 84,90,94,95,96. All of those kids, and his wife will be eligible to live in Hong Kong indefinitely as well as himself.
So in my opinion if her goal is to be able to work here / bring his family to Hong Kong then he may as well apply for RTL (through verification of ROA in HK) then she'll be able to work here and his kids can study here and she'll be able to bring her husband as a dependent or whatever she likes.
If she just wants a passport then there is more of a tricky situation involving your dad being settled and his citizenship and so on.

So at the end, did you get the ID card?? If you did, how long does it takes you. As I am in the same case as you, been waiting for four months for the card, since no reply back....
