The person who told you that is wrong if your MIL has a current Dependant Visa then she is a HK Resident and is entitled to use the services at local rates.
Are you sure that her visa has not expired?

Thanks Claire! Your reply was super helpful and yes her visa has run out! We have to go and renew. hahaha
I'm amazed at how you know what the "C" stands for??? IT's definitely not on the Government website....!
It's mentioned on the main GOV website:

BTW, the hospitals can now check the validity of visas directly, which is why they knew it had expired.
New system to check public hospital cheats

Ok, so not only is she not entitled to cheap health care, she is here illegally and liable to a fine and deportation. I guess you'll just get a slap on the wrist though if it hasn't been a long time. When did the visa expire?
And the meaning of C is on the government website.
Wooohooo! You guys are really informed and thanks for that.
hgahahahahahahaha yes she's an overstayer omg! Thanks both of you
I'm not sure laughing is the best approach, especially when you are down at Immigration begging them not to escort your MIL in handcuffs to the next flight back to her home country.
hahahahhahhahaha
Does anyone know any poor'ish people with RTL that have sponsored someone and their monthly wages and so on?
