Return Home Permit - lost documents to complete application

    Hi,

I hope someone knowledgeable can help me with applying for a return home permit with missing documents.

    Here's my background:
    Born in China
Arrived in HK when I was 1
Moved to USA when I was 8 (received permanent residency in HK)

I just moved back to HK and am trying to apply for a return home permit. On the application, it asks that for first time applier that was not born in HK, to provide proof of entry into HK or a previous return home permit. I remember having one when I was a child, but I no longer have that document. I asked my parents for the one way entry permit into HK and they couldn't find the document (they are in the USA now). I went to CTS yesterday and was told that I must provide proof of entry into HK or I cannot obtain a RHP. What are my options?

The only legal documents I have are: HK Passport, HKID, a copy of Certificate of Identity received as a child.
I do not have any proof of being born in China or how I entered HK (yea, my parents are not very good with safekeeping legal documents).

    Any help is appreciated. Thanks.

Hmm. What is accepted as "proof of entry" into HK?

I recall reading some time ago that HK ImmD destroyed a bunch of old documents. But it's possible that they might still have yours. If they have it filed away somewhere, then you should be able to send an Access To Information for a photocopy of their copy of your original entry permit, or other documentation verifying the date of your first entry into HK.

Proof of entry into HK for when !??
    Please verify that.

If you have HK ID and passport that should be suffice.
Tell them you can write down everything in the "Declaration Letter" they will probably ask you to come up with.

I think the first entry into HK is irrelevant, what they want to know is how did you come here before you obtained ROA,
in OP's case that might coincide but given the circumstances he might be ok by explaining it in the declaration letter. you could also ask CTS to call the real decision makers for their judgment
