On Tuesday, staff had begun examining applications from the former British territory which date from 23 April. There are an estimated 3.5 million British or British National (Overseas) passport holders in Hong Kong, according to consular officials. The Passport Office has ordered an inquiry into photographs leaked to the Guardian which showed hundreds of files full of passport applications stacked in a room usually used for meetings.
