Sorry, what you write is not clear to me. Are you applying for your daughters permanent ID card, or are you applying for PR? If you are applying for permanent ID card, then you must already have PR (and have a piece of paper called a certificate of eligibility), and it is a mere formality, just rock up to immigration (better to make an online appointment first so you can breeze through) and have your photo taken for the card, etc. Also, your daughter must be over 11 years old (under 11 cannot get permanent ID card)
If you are applying for PR, then you rock up to 25/F of immigration tower, and if everything is in order they will give you the 'certificate of eligiblility' and then they will cancel the existing dependent visa. If your daughter is under 11 years old, you can get an endorsement in her passport that says she is a PR and can travel freely in and out of Hong Kong with this endorsement. Finished! If your daughter is over 11, then not finished yet, you need to go away and make an online appointment for permanent identity card and then come back again a few weeks later and go through the process in 1st paragraph above.
