According to this, K was also issued in limited numbers to people born in HK between 1972 and 1979

I wonder if the numbers were issued sequentially or if they are completely random?

Correct prefix if you arrived in HK between 1983 and 1990.

Before 28.03.1983 the prefix was based on the district of registration.

    Hong Kong: A, D, H
    Kowloon: B, E, G
    NT: C

If the holder didn't have a Chinese name an X was added in front, eg: XA, XB, XC

    From 1983 until 01.08.1990 the prefix for new arrivals was K, then P until 28.12.2000, then R until 01.08.2011. Now it's M.

For people born in HK after 1983 it was Z, from 01.01.1989 it was Y, from 01.04.2005 the prefix was S. Since 2019 the prefix is N

Foreign workers like domestic helpers or construction workers had W until 02.01.2009, since then WX

    Consular staff have J
This works. My wife, Chinese, born '86 has Z. I arrived on dependent visa with M.
