    I'm from Ireland. Just go to your local Police station and get an Officer to Complete section E of your application form-'Certificate of Identity', Sign and date your two passport-sized photographs, Stamp the form with an Official Police Stamp, Witness you signing Section D of your application form. Easy! You're over-thinking this. They don't need to know you personally.

    The OP said this is for a foreign birth registration prior to the passport application, though.

    Hey. Thanks for all of the replies. I eventually found someone to sign it through a distant mutual friend. I asked literally everyone haha.
    Though I had to pay for them to sign it, it wasn't too much.
