Interesting. I had not realised that ROA == HKPIC, a different kind of card.

On the front the A (for ROA) becomes R (for RTL), and the back loses this wording on the back:

I should say I assume the RTL'er has to get a new card as the ROA one would be no longer valid. Perhaps someone who has gone from ROA to RTL can elucidate.

In addition to the right to vote, not be deported for serious crime, and work anywhere that will hire you.....ROA has some taxation and investment privileges. For example, investing on market exchanges in Hong Kong without restriction and being able to claim that you pay tax here or choosing to pay tax here instead of another jurisdiction for the same transaction.

    1. Opening up a personal trading account.
    2. Investing in exchanges or regions that are prohibited by other countries, e.g. stock exchange in Iran or stashing money in Jersey.

Why can't one do that with RTL?

You might need ROA depending on your 1st and 2nd passports. Oh! I just thought of something ROA can pass RTL onto their kids, but RTL cannot pass RTL onto their kids. They need to get ROA first. Am I wrong?

RoA could pass RTL to their kids born before Jul 1997 under certain conditions (generally parent born in HK)

Under current rules, only RoA with Chinese nationality can pass down these status to their kids born outside HK under limited conditions. Those without Chinese nationality, even with RoA, cannot pass down anything to their kids born outside HK.
