I am a native english speaking person. I have a bachelors of engineering and an MBA. I will apply for the QMAS.

Perhaps in the meanwhile I could base out of Cyprus. My passport is Canadian.

QMAS is really geared towards exceptional talent, not just "I have a couple of degrees" - harder and harder these days to get a QMAS visa. You're competing with PhDs and other high value types from the Mainland.

Used to be fairly easy... but I do think its gotten tougher these days. I'd hedge my bets and look at investment visa type entries.. gives you some flexibility.

With a QMAS visa you're supposed to "secure a job". That might hinder your proposed lifestyle - which is essentially working for yourself.

I don't have 10m HK dollars to tie up for the investment visa in HK.

Any other places I can explore or ideas? I appreciate all your inputs. Thank you.

I had a QMAS visa... it took 9 months and a fair amount of paperwork to get, and I'm reasonably sure I wouldn't get a visa if I applied again. They have tightened up the rules, and last time I checked they were significantly underfilling their quota, which suggests they are being harsher when considering candidates. And yes, it seems likely that you'd have trouble renewing it anyway, if you're not working in HK at all.

The question you need to be able to answer is, why should HK let you live here? What would you bring? You wouldn't be employing anyone or paying any taxes, so your only contribution to the economy would be personal consumption - which we already have plenty of - and it doesn't sound like you have any existing connection to HK...

isn't this the investment scheme visa link?

Capital Investment Entrant Scheme | Immigration Department

The entrant is not required to top up the value of his investment should the value of his total investment under the Scheme fall below the requisite minimum level of HK$10 million*. He is also not allowed to withdraw any capital gain from his investment if its market value rises above the requisite level. Cash dividend income and interest income derived from permissible financial assets can be retained by the entrant and need not be ring-fenced under the Scheme. The entrant is free to switch his investments from one permissible financial asset to another (e.g. from equities to debt securities or vice versa) provided that the entire proceeds from the sale of the initial assets are reinvested. He should keep a record of every change to his investment portfolio for the purpose of applying for extension of stay in Hong Kong.* The investment threshold (and Net assets or Net equity requirement) has been raised from HK$6.5 million to HK$10 million with effect from 14 October 2010.

Though there are some great people on this forum, if you are a relatively high net worth individual looking for a tax haven, you should really pay a personal offshore tax specialist for advice on possible countries where you could relocate to, rather than relying on what people like us might say off the cuff. Tax is a complex subject, especially as the regulations can change and somewhere which might be good for you to relocate to today, may no longer be such a great place next year.
