best way to renew HKSAR passport overseas?

I am inquiring for family relatives who would like to renew their HKSAR passport overseas. They currently live in somewhere around San Diego. I would like to find out for them is there any way for them to renew their passports without having to make a run to the Chinese consulate in Los Angeles or to Hong Kong?

I read conflicting info some saying it can be renewed online overseas and be mailed to their address. Though other sources state it’s not possible as while one can submit the application online but the passport would have to be picked up within Hong Kong or at the consulate. I know neighboring ROC Taiwan these days now has procedures that allows overseas ROC passport holders to renew online/by mail and get their new passports mailed in without ever setting foot into a TECO office. This saves a lot of hassle particularly for those who live very far from a TECO office.

So any one know is it possible to do the same with Hong Kong SAR passports these days?

You should check the HK Immigration Dept website. Its very clear.

    You can either
    1) submit and collect in person at a Chinese embassy or consulate
    2) submit online, or mail application to HK ImmD, and collect in person in HK.

So either way you need to present yourself physically at a Chinese consulate, or in HK.

interesting this article and some other info I searched online shows that I can mail the items to the Chinese embassy or consulate office overseas.

I do want to make sure to do a reality check as I will need to include checks and my old passports in the mail packet. To make sure things will get processed rather than lost in the system.
