Can you enter HK with a HKID (no stars)?

    There must be 'RZ' for born in Hong Kong, 'RO' for born other places to be able to enter Hong Kong. 'R' means Right to land in Hong Kong (RTL). If there are no stars then these symbols are just under the Date of Birth's date XX-xx-xxxx and above Date of Issue. If there is 'CO' then she can not enter Hong Kong without a valid visa. Another way to confirm is when she got her identity card at that time she had an endorsement on her passport which reads: Previous conditions of stay are hereby cancelled or varied. If it is cancelled then she can enter Hong Kong if varied she can not.

    It applies to all arrivals in Hong Kong, regardless of origin ( duration of the stay) of the traveler.

    The only exception ( apart from truck driver /delivery people) is business persons with manufacturing operations in the Mainland, so if approved quarantine order may be waived for such persons.
