Not for visa, but I applied for amendment in my HKID. Unable to collect the new card as the offices are closed (the one in Kwun Tong). Most of them are working on/off or using WFH if possible. This could be the reason for delay. Things might improve after January 6th (if there is no further extension of the current social distancing measures).
Investment visa
Investment visa is belong to under GEP Visa.
GEP visa = You have been offered a job in Hong Kong and some company is sponsoring your visa
Investment visa = You are going to start your own business in HK, make substantial contribution to HK economy, have a business plan, create a number of jobs for locals.

OP is correct. It`s GEP.
The actual visa issued will be GEP when you apply for Entry for Investment as Entrepreneur. Even on the website you linked says that.
"This webpage sets out the entry arrangement for persons who wish to enter/stay in the Hong Kong Special Administrative Region (HKSAR) for investment as entrepreneurs under the General Employment Policy (GEP), i.e. to establish or join in business in the HKSAR."
We sent in application last week of October. Immigration requested for additional info 1 week after. We sent in additional info a week after, and received approval by the end of November.
It`s a less than 2 years old company with less than 10 HK employees. Weak financials and not a focus sector. We knew the application was weak so we paid big for one of the best immigration law firm in HK. And it worked
So How long did it take in total ?
