    from which country??
if they wanted to come back to HK and work as a FDH then they would still have to return home and wait for the visa application to be approved before they can come and work in HK as a FDH.

Nothing stopping them from cancelling their refugee claim, going back home and then trying to come back as a domestic helper if thats what they want. Its a long process but it still beats being stuck in HK as refugee with minimum support / money to survive on in one of the most expensive cities in the world.

Has this person actually been accredited as a genuine refugee by UNHCR? That would be very rare for a Filipino. If they have been, then it is possible (in theory) to get a 6-month permission from the Immigration Department - at least that works for companies; I've never heard of an individual going this route. Even if it does work out, the refugee will not be permitted to remain in HK once they have resettlement permission for a third country.

If the person is currently on asylum seeker status, then will need to return to home country and do a *change-name before returning as FDH.

*I am NOT recommending such an illegal action. But I know it happens.

I don't think it's really possible without cheating the system somehow. FDH cannot become permanent residents which means they must have a home country to return to. This contradicts with being a refugee which is essentially abandoning your home country due to persecution. If you are able to fulfill a FDH contract then the refugee claim was falsely made and if you are a legitimate refugee it's not possible to fulfill the FDH contract.
