Filipina Wife coming to Hong Kong

My Filipina wife should be granted her dependant visa soon (hopefully). We were married in Hong Kong but, in May, she had to return to the Philippines to wait out the result. She was fully vaccinated in Hong Kong and has the vaccine records with her as evidence.

With the sticker in her passport, is she classed as a HK resident? Will she be allowed to enter? I understand that if she is allowed to enter, she will have to undergo 21 days quarantine.
