A couple of questions to clarify:
Is your husband formally recognised as a refugee? Or is he still waiting for his case to be heard and is still considered a non-refoulement claimant/ asylum seeker?

If he does have formal refugee status, does he have legal work in Hong Kong? There is a scheme whereby refugees can obtain 6-month work permits if a reputable employer needs their services. If he is on this scheme, the Immigration Department will view him more favorably.

If your husband is still technically classed as an asylum seeker, it will be a much higher mountain to climb; indeed, I have seen some such applications for dependent status eventually completey rejected. In such a case, it would be good to have a back-up plan of which third country your could move to.

@chingleutsch He is still considered as a non-refoulement claimant. They cant just reject him saying he is a non refoulement claim holder , he isnt the only one when it . There are thousands more who applied as an non refoulement claimant and there visas are approved

The point is that it makes it slower and harder and the possibility of rejection becomes a little higher.

However difficult you can only be patient.

Like I said in another thread, your dependent visa application is not the common one as your husband is an asylum seeker, it can take up to 2 years to process just as you saw the other poster who's application finally got approved nearly 2 years as well.

All you can do is have patience, ignore the salary issue and keep saving while also trying to get a better paid job in the mean time.
Dont keep on focusing on why others got visas faster blah blah blah, that will only piss you off more.
Remember this: Immigration dept doesnt like to make it easy for Asylum Seekers being approved Dependent visas, they will make it very hard so as to deter others or make them give up. Just keep waiting and all will be good.
Once approved your new journey / new path will be in front. just keep looking forward to that moment

Depending on what your credentials are and what field you work in, you could try to look for a better paying job. If it's clerical work that you do, it's worth looking at some of the clerical posts in the local universities. They usually pay upwards of 15k. If Cantonese/Mandarin is an issue, try looking at posts in departments with majority foreign faculty members.

The standard is 4-6 weeks I think but it varies greatly depending on the case and on the nationalities
