    Mainland Travel Permit: Get back to HK without one?

    Hi,

    My mom holds a "Hukou" and is also a Hong Kong Permanent Resident (PR). Because she wants to retain her "Hukou," she is unable to renew her Mainland Travel Permit.

    Is there any way for her to apply for a visa to return to Hong Kong from Mainland? She attempted to apply for a Hong Kong travel visa (Exit-Entry Permit for Travelling to and from Hong Kong and Macao) using her mainland identity, but her application was rejected by personnel at the Exit and Entry Administration in Beijing.

    Although it's clear that one can legally maintain his/her "Hukou" as long as he/she doesn't apply for a Mainland Travel Permit, the process for traveling without the Permit is quite unclear. There is just too much conflicting information on this matter.

    Could someone please provide some clarity on this? What are my mom's options?

    Ex-colleague was from Nanjing who wanted to do something similar, he told me he moved his address to Shenzhen in order to maintain his 'Hukao' as well as get HKPR and then Mainland Travel Permit to regularly travel forth and back, apparently Shenzhen residents are/were given special rights to maintain both.. IIRC there were some complexities moving his 'Hukao' or residence status from Nanjing to Shenzhen and he used some method (Wink Wink!!) to get it done..

    No clue how exactly this works, its just a pointer to see if its an option, best bet is to contact HK ImmD..

    Does she have a valid Chinese (not HKSAR) passport? If so she can travel using that by making up an itinerary that transits HKG. Alternatively fly offshore to a third country then fly directly back to Hong Kong.

    If she has Schengen or perhaps US/Canada visa, can fly over Manilla and transfer from there to Hong Kong. (I would buy the flights seperately)

    It’s your mom’s responsibility to give up her hukou within 30 days of getting her PR. I suspect her Hukuo is no longer valid

    like aquaman said, i thought you had to give up the hukou to get HKPR. My SO regrets giving up her hukou as she prefers living in China than HK.

    Is there a way to get back the hukou without giving up HKPR?

    For the 2-way entry permit, he already said in the first post that she could not get it.

    Is it not mainland travel permit/HRP different from two way exit-entry permit? She cant apply for HRP, can she get two way permit like those mainland residents who come to work/live in HK get?

    They are different. HRP is issued to chinese national HKPR. 2-way is issued only to mainland Chinese either for tourism or with a valid HK/Macao visa. OP already said she failed to get 2-way using her mainland ID card and cannot renew her HRP because of hukou. So he failed to get both and wants to see if there is another way.
