    I agree with what's been written, but a 14 month baby does not have a HKID. Isn't everything done using the birth certificate and/or passport (if born outside HK)?

    My daughter have both HKID AND hksar , she is hk born

    HKSAR passport applicants under 11 are issued with HKID without photo.

    In order to apply for an HKSAR passport, you must first (or usually at the same time) apply for an HKID.
