I don't think you can get a proper ID from overseas. The best they can do is a temp ID that lets you into HK. Once here you must go back to IMMD to get a proper ID.

OP said expired HK passport HAVE, so he can apply for a new one online and pick it up at the embassy/consulate. ID card, as you have stated probably only in HK, home return permit in HK or in China if he fulfills the residency criteria

Why would they throw you in jail? You have to renew your HKID if you're in HK, but if you've been overseas that's a reasonable reason. You've not committed any crime whatsoever - you simply need to renew your expired documents.
