so, nothing can be said on the duration of the delay. It's all too unclear.
Is your friend from an ethnic minority group?

Know a couple of folks who got the permit in the early days.
Could this be case of being lucky ones to get through in early days?

I saw a poster at Shikha store (Mirador Mansion, TST) on having a drive to apply for MTP.

    Edit: it was following picture.

It could well be the case that they are overwhelmed by applications which need a manual check / approval for whatever reason.

I am a Hong Kong born Pakistani passport. I got a call as well last week saying there's a delay. No update yet.

@HachKay , as you can tell, they’re just collecting our data “legally” to monitor us and spy on us. This scheme is created by the CCP to weed out Chinese nationals with multiple citizenships holding HKSAR passport.

Damn not what I wanted to hear. Rani got her call the day before she was meant to pick it up, so maybe I'll start answering calls now lol.

They did ask me where I got my passport when they took copies. It just says HMPO (His Majesty's Passport Office, in Central London), so I told them I got it in the UK.

It would be useful to know if in the meantime the applications of people of, shall we say, a lighter complexion are still being processed on schedule.
