I’ve been wondering the same myself. Would be great if this could be a way to avoid the need for a Tibet travel permit for foreigners. But since even foreign residents on the mainland require a Tibet travel permit, I think the chances must be close to zero.
Any updates on this? Did anyone figure it out if it is possible for Mainland Travel Permit (non-chinese) holder to travel to Tibet? Because when you are the holder of Mainland Travel Permit you can't enter with your passport anymore, you can't hold a Chinese visa anymore.
I think it has been mentioned before in another thread that it is not possible.
It is more wish thinking
