Is he eligible for a HK passport?
I am British and husband is Indian.
My husband has a permanent HKID card, not sure if this helps?

Your husband has permanent resident HKID card... does his HKID have any * [stars] ?
See this attached rop133 from hk immigration info website.... If your husbands HKID has 3 stars, then there is a chance for your child to "inherit" the eligibility for HKSAR reentry permit, which is a good indicator that child can eventually get HK Passport.
Holder's eligibility for a HKSAR Re-entry Permit.
*** The holder is aged 18 or over and is eligible for a HKSAR Re-entry Permit.

The answer is clearly no unless one of the parents is of Chinese or HK/Chinese nationality. I believe your son would be "British by descent" through you, and Indian through the father. Although India doesn't permit dual nationality so I think (not sure) that at age 18 he will have to choose one or the other.

A minor can hold two passport until turning 18? What if never declare and keep holding it?
If either of the parents is not an Indian citizen then I assume that the Indian authorities will presume that the person also holds that citizenship and will require them to prove otherwise (or explcitly renounce the other nationality) in order to continue to be Indian. The onus though must be on the Indian authroities to show that the person holds another citizenship since it is against international law to render someone stateless by withdrawing the only nationality to which they are entitled.
