    HRP Eligibility- Chinese National from HK who has US citizenship and lives abroad

    Want to be able to visit the Mainland in the future but trying to figure out what documents I need.

    Am an ethnic Chinese born in HK post handover to one parent who is a Chinese citizen (pre handover was a BDTC), the other is only an American citizen. My family moved to the US when I was a small child though I have an expired HKSAR passport we got before we left HK. I updated my HKID to the new smart adult smart ID a few years ago when I worked a summer internship in HK. My HKID has the right of abode and the *** as well.

    Still live in the US and have a current US passport that I use for travel (though I typically come back to HK every year to see family). In the intermediate future planning to move back to HK long term so signing away my Chinese nationality isn't something I want to do.

    A few questions
    1. Since I am still a Chinese national I am ineligible for a Chinese visa on my US passport (the visa website asks for all nationalities and when I enter Chinese it says Chinese nationals cannot get visa) ?
    2. I should apply for a HRP instead? All I would need is my HKID and a new valid HKSAR passport? I can Google Translate the form but will it be a problem when I go to CTS that my Cantonese is minimal at best and I cannot read Chinese at all? Will that raise any suspicions that my documents are not valid?
    3. Can I renew my HKSAR passport at the kiosk since I still have my expired child HKSAR passport? Or do I have to make an appointment to see a person to get a new HKSAR passport because my expired passport is a child one?

    I usually go back to HK for almost a month straight so I am not super worried about the processing time as HKSAR passport & HRP should be 5 business days each.

    The HRP is, strictly, for actual residents of HK, not for overseas resident HKers.

    Hong Kong and Macao residents living in the United States who do not hold a "Home Return Permit" can apply for a "Travel Permit of the People's Republic of China" when traveling to the mainland. Applicants can submit an application on the "Chinese Consular" APP, select the "Passport/Travel Permit" module, apply for the issuance of a travel permit, and complete the interview and mail the materials in accordance with regulations.
    But, like the HRP application I suspect this all has to be handled entirely in Chinese.

    You can actually renew your HKSAR passport at your nearest Chinese consulate / embassy. Submit your passport application online on the HK immigration website (quite simple) and specify which consulate you'll collect your HKSAR passport.

    And in lieu of applying for the HRP in HK, you can also apply for the "China Travel Document" from the Chinese consulate. This document allows you to travel to the mainland, though it is only valid for 2 years.
