As Freeier says, the difference between RTL and ROA is tiny. You get to vote in meaningless rigged elections, and er, that's about it now that the double property stamp duty was abolished.

Oh, except I guess you need to go through ROA if you wish to naturalise as a HK/Chinese citizen, but since you are sending your child to another country to avoid indoctrination in the schools here I guess that isn't your goal.

Thanks. The reason I want to pursue the ROA is for the sake of my child and spouse, both currently my dependants.

Could you elaborate on that? What do your spouse and your child get from you having ROA rather than RTL? I can't think of anything at all.

Where does your spouse live and where will they be whilst you're overseas? If they're living and working here in HK, I think that will strengthen your position that you are only temporarily overseas.

Even if you have RTL and sufficient resources, spouse and child can qualify as your dependent and have dependent visa, no?

If you are physically in HK for at least one day every 6 months, then come 2028 you should not have a problem getting PR. But as others have said, if you already have RTL then PR doesnt give you, your spouse, or your child much benefit over what you already have now.
