I am an oversea born Chinese and applied for a HKPID in 2007. It took immigration about 6-7 months to send me a letter for further information and that they wanted to see me in person. After they saw me in person they granted me the HKPID, which was confirmed by letter one month after the meeting. Once you have the HKPID you can easily apply for the Hong Kong S.A.R. passport, but you can not enter China with the Hong Kong S.A.R. passport. For that you will need to apply for a Home Returning Permit 回響証 which is solely handled by CTA.

It seems that it is currently much more difficult to get a 回響証. Many documents are required to prove that you are eligible for a 回響証, for instance birth certificates from your parents and yourself (stating that you are ethnic Chinese), you will need to sign a document of "declaration of change of nationality", etc. Even then it is not guaranteed that you will be granted a 回響証. I don't know your purpose of getting this, but if it is for leisure I would personally just get a multiple entry visa, which is much easier and faster. I believe you will need a HKPID to build a village house and be registered in your village administration office to do so.

are you living in Hk now? have you successfully applied for a HK SAR Passport? if you want to go to the mainland, obtaining a visa is not hard, though it can be pricey depending on what passport you hold.
