Yes. This is officially called the China entry / exit permit 《中華人民共和國出入境通行證》, aka temporary permit " 臨通", good for one entry and one exit within a 3 month period. This is also the document you need to get if you lose your HRP while in the mainland.
I think this is also used by dual nationals living in the mainland. Eg a child born in mainland to one China and one foreign parent, who travels overseas with his foreign passport. He would need this document to exit and return to China.

In the Mainland, where can you use your HRP? Apart from at entry / exit immigration points. I don't believe the High Speed Rail ticketing machines accept HRPs yet.

If you are sure you can do it at that checkpoint just go there and ask, the people there will point you in the right direction. For sure on PRC side, probably like in LoHu after arrivals somewhere in a corner
