I'm not sure whether the UK complicates matters vs. being born in other countries (eg the US), as clearly HK was a colony of the UK at the time - and so argueably 'settled abroad' is ambigious, as it was relatively easy for people to go to the UK from HK without having to really 'immigrate' (after all, it was the Empire)

How do I tackle the issue of whether my parents were settled abroad in the UK and argue that they were not? In the 1970s, I understand it was pretty easy for both my parents to come to the UK and stay: first on student visas, then on work permits, until naturally obtaining indefinite leave to remain (after having been there for a period).

Particularly in the case of my mother, who was born in HK, she was on a HK issued British colonies passport of the time - so there's no definite assertion at any time of naturalising or changing status...
Hope it works out for you. I've submitted all my documents and waiting for word from immigration. I'll share the results here regardless. Good luck with your application.

I am still waiting to hear from HK Immigration. Does anyone know if it makes any difference at all whether I submit documents online versus in person. I'm probably being paranoid. Since I am here in HK I thought it better to drop off the documents asked for in a letter received after my initial application for ROA. I didn't get any acknowledgment letter. I'm so anxious right now...

jchew, it takes times. i waited many many weeks. i submitted via web. but calling and politely asking helps a lot. they are not rude. the immigration folks are very very nice...unlike USA immigration workers!
