I have a valid job offer but I am running out of time to get to HK can I enter on a visit visa and then apply for a working visa once I arrive. I know I will need to do a boader run to activate it but will I have any issues?

Many people do it, although it is discouraged by ImmD.
What is clear is that you may not commence working for the HK Employer until you have been granted and activated your Employment Visa.

not to mention that your "job offer" sounds pretty dodgy if they aren't willing to wait for your work visa that they have to apply for....
what do you mean that you are "running out of time"? the company has two choices: (1) wait for your work visa or (2) hire someone who doesn't need a work visa.
besides, once it's approved, and you receive it, you can just get on the next plane... not many places more than a day's travel away.
