    I'm curious as to whether people meet people based on living in the same building? In 12 years here I haven't made a single friend that way - they all come from other activities, and they live all over the territory. I guess it might be different if you have kids, but for singles/couples is it at all common to make friends with people simply because they live in the same building?

    There are many expat complexes. I met a guy the other day who thought he was Napoleon.

    OP, I think you need to concentrate less on looking for housing developments with "PLU" and look at areas you would like to live in, such as those with good transportation links to the office, good supermarkets, restaurants, etc. Looking for a place based on "PLU" is seriously limiting your options.

    We made some friends through mutual friends, but they became 'closer' when we realized we both lived in the same building. Now that we are back here with kids we've made quite a few friends via the 'play room' in our building where all the kids run around and parents mingle.

    Actually in places like Gold Coast you can. Partly because of the residents bus, I guess. After seeing exactly the same faces for a year on the bus, eventually somebody gathers up the courage to say hi! I also know pretty much all the boat owners around me - we walk past each other on the docks, we see each other sitting outside on our boats, we chat about electricity outages and other annoyances from time to time and get to know each other. Here I'm guessing its the "open air" environment that does it (plus the "corridor" is VERY much longer than in an apartment).
