Being in the market myself, I can tell you that there are places within your budget, but very difficult to find yourself. Try heading to local agents. Don't go to the big agencies like century 21. They won't have that sort of stuff. Even though the local agencies are usually not too English friendly, they might not have English ads but hey this is hong kong. Even the wet market lady knows a bit of English.
