Just in case you don't realise how Hong Kong is, there isn't in general really any sense of "community" associated with residential developments. Discovery Bay might be one possible exception - good if you feel at one with "do you know who I am, bitchy, Australian women of a certain age (with dogs)". Otherwise "communities" such as they are tend to form around shared schools (if you have kids) or shared hobbies etc.

I think Sha Tin is the best for your need.
A direct bus 182 to Central which should take less than 45 minutes off-peak (considering the tunnel).
A few stop of MTR to Tai Po.
Not as expensive as Kowloon Tong.
A large district, with all your need.
Easy access to nearly the whole urban Hong Kong.
