Depends what you expect when you say 'good public transportation access".
Expect the price to fluctuate sharply according to how many minutes' walk it is to the nearest minibus, and how frequently it runs (or if and when it runs).
there are lots of villiage houses offering good deals - I hear from 3k up depending on where and what - you can get a 4bed house with roof for 15k or less
really depends where you want to be
Lam Tsuen valley nr Tai PO might be worth a look - close to Tai Po for trains/buses and there is a straight to Wanchai bus in the morning and again in the evening for commuters.
