You might be able to get a three bedroom at that price (lower, really) in the Tin Liu village apartments on Ma Wan (Park Island). There are shuttle buses to Tsing Yi and Kwai Fong, both of which can easily get you to Kowloon.

zbm - Our flat is a little more then 14,000, but if you go a bit smaller and negotiate you could probably get something for 14,000 or less. It is a 3 storey walk-up which helped us negotiate. For the size and the location we are really happy we found it. The interior has been completely redone so it feels clean, spacious and open. The exterior is old, but again that lends to the decreased price.

If you're looking to be closer to the Central Business District Areas as well as having a reasonable commute to work. Then consider Jordan/Yau Ma Tei aorund Ferry Street and Man Ying Street, Hillwood Rd in TST and Austin Rd/Austin Avenue area as well - all have direct buses to Kwun Tong and are accessible to the MTR too!
The buildings are older but more spacious.
