    Problem with deposit return

Hey guys! I need your advice.
I moved out from flat and took part of the deposit from the landlord. However, I left 2000 hkd with landlord to cover final electricity and water bills. A couple of days ago I came to HK (now I relocated back to Guangzhou) and tried to reach my landlord. I called him in advance from China and informed about the outstanding settlement ( I received final bills and send him copies of the same) and asked to prepare it to be returned back to me = around 1500 hkd. When I arrived to HK, I found that my landlord doesn't pick up the phone nor reply to my sms. I think it's very bad situation and the question here for me not even for the money, but his behaviour. I don't want to leave this issue and would like to file complaint with relevant authorities.
Before I moved to HK, I was warned about HK landlords - that they're really greedy, etc. Based on my expreience, I can agree with this statement now.
Can anyone advice me othis matter? Where to file a complaint? Can I bring a police?
    Thanks!
    -A-

The landlord will probably say that the left over money was for damages to the flat, eg re-paint the house etc etc. You wont get that money back.

Tried calling from other numbers to see if he picks up? Know where he lives? Just drop by and tell him you were in the area and haven't been able to reach him by phone so you are stopping by.

Have a beer? $1500 not that much? Some people have more money than brains.. No wonder crime is so prevalent.
