Possibly a reflection of the market. In down-market like currently , landlords might very well use incentives like higher commissions in order to try to receive preferential treatment from agents. Haven't seen any solid statistics, but casual observation and anecdotal data seem to suggest that this is the case.

One additional note on commission levels (which as already mentioned are indeed negotiable): It might be a good idea to put the agent on a fixed commission, rather than a percentage of the rental if securing a low rental is important to you. Otherwise there is little incentive for the agent to assist in the rent negotiations.
