Demand for Rent - trying to understand

I am asked to pay the Demand for Rent recently. I got two notices, I think I missed first one so it added some penalty and send one more.

    I have few questions.
    1. Is there an app where we can see these rent demand note online? where to register online to see on their website or app.
    2. Can we pay in advance for full year?
    3. both demand notes had different account numbers (top left numbers) ?
    4. can we pay this in bill payment by any bank, if account number keep changing, we can't save template and pay using the template.
    5. is debit authorization a good way ?

thank you for help to knowledgable people ...

Who issued this demand? What did/are you occupy/occupying? With what? Where?

You can register and manage government rent through below website
    https://www.gov.hk/en/residents/hous...illservice.htm

You can also register for iamsmart service and receive the notifications reminding you to pay government rent very quarter

The account number for the property will be same. If two different numbers then it might be two different properties?

You cant pay for a whole year, as the demand note is issued every quarter. Only owner of the property is liable to pay government rent.

You mean Demand for RATES, not rent.

It is charged quarterly and I have it setup on auto pay at my bank. The bank manager helped me setup so I don't know how. All I know it's that it's possible.

There is an anomaly in that I believe only people in NT are charged the government rent. I might be mistaken but I think in HK Island you only pay government rates

The demand for both comes on the same invoice so I don't know why there would be two different account nos as you state

    THIS.

I guess the anomaly results from HK's 99 year lease vs. original lands taken in perpetuity.

For the latter, "government rent" is sometimes billed by the Lands Department: I'm guessing this is the separate bill which OP refers to. Not all properties are subject to this and depends on individual land grants of individual plots.

But yes this is a thing.
