Ditto, most likely the US embassy/consular rep. felt that the very likelihood of her over staying her visa is very high so it was denied. She also possibly was not able to demonstrate financial stability. Actually the possibilities are endless.
She could always try to become a full-time student a college or university....which would require a bigger financial commitment.
Or you could just simply marry her - she can enter the USA on a Finance Visa and you have to get married with a time period after her arrival. The wedding can always take place in HK too, meaning you can be a perm. HK resident.
If none of these are options you could always request your state Senator to place a query to the USA Consulate in HK on why it was denied - which they don't have to respond if they don't want to but it would allow you to pick up the telephone and set an appointmet via telephone with the Consular General who may shed more light on the situation on why the visa was denied and what needs to be done to possibly obtain one in the future.
Er, no. Where you get married makes no difference to your residency status in HK. If you marry a HK PR (anywhere that the marriage certificate is recognised by HK immigration) then you can apply for a Dependant Visa to come and live in HK. If you do make HK your place of ordinary residence for a continuous period of 7 years then you can apply for PR at that point. You do not get PR simply by marrying a PR.
