There several avenues available to purchase a car here. But first, what is your budget for the new car? Do you want to a buy a new one or second-hand? Do you have any preference for a particular brand (i.e. Toyota, VW, Honda, BMW, Mercedes, Kia, etc) or country/region of origin (i.e European, Japanese or Korean)?

Do you want to prioritize fuel economy or driving pleasure (or both)? 7-seater wagon/van, 5-door sedan or 2 door coupe? All those parameters determine what choices you have here.

We'd be looking for a 7 seater second hand under HKD 100K

Plenty of options available for you. Some of the most common 7 seaters here are the Toyota Alphard, Toyota Previa, Honda Stepwgn, Honda Stream, Nissan Serena and the Mazda 8, to name just a few.

Agree, loads of options for that price bracket, Toyota etc.
As to where to look, the classifieds on here are a good start, or on the other HK expat website...
There are also a few second hand dealers to look at.

There are many second-hand dealers in fact. But of course, as with second-hand car dealers in general, many of them aren't entirely...trustworthy, not to mention a few of them being plain crooks and fraudsters. Don't buy into what they say at face value, the OP has to do his own homework to assess the value, reliability and performance of the car he wants to purchase.

If possible, the OP should try to get to know a friend who knows a reliable dealer, or had good experience with him. A good word-of-mouth counts alot for that second-hand car industry.

I bought my car from Kowloon Bay Auto Mall, I'm not saying there are no crooks there, but I personally had a relatively pleasant experience buying a car from one of the dealers there:

Personally I wouldn't get a car too quickly. Unless you are really in the sticks or have toddlers a car is not essential even in NT. I would try a couple of weeks when you arrive first and see how you go. You may be surprised that you don't miss it. We didn't. Also NT.

If they have a 7 seater, guaranteed it is because of children. Get a car if you do, your life will be much improved in Hong Kong.

Before you buy a car, you will need to get your HKID and then after you get that you will then need to get your HK drivers license. Doesn't take too long but won't happen overnight. You can't even take a car out for a test drive without having a HK drivers license.
We have a car and live in Kowloon and do find it essential but each to their own as others can manage without one. Due to where we live and where my wife works its 3 different lines on the MTR and takes an hour. In the car its 15 mins with normal traffic.

Look in the classifieds here to get an idea of price. also you can't go wrong with great advice you can get on here too as I learnt myself when I moved here early last year.

Can I enquire whether the law has changed? I bought and insured cars before I had a HKID and I didn't change my licence over to HK until some time after I got my I.D..

This was last year. If you are resident here only a HK DL is accepted. Foreign license, even UK is only allowed if you are here as a tourist. I am presuming the OP will enter HK with a work visa so will not be here as a tourist.
