OP, best advice, do not even consider for a second the above advices, best way to get in even more trouble if the guy is for whatever reason remotely connected to any triad for example.

Dear Officer,
I have a dispute with a moving company, xxxx company, who now as my furniture and belongings in “his friend’s” storage in Tsuenwan and will not finish the delivery as agreed in our all-inclusive moving contract (move out, storage, move in, packing & unpacking service). The reason he gave is that he underestimated the volume. I already paid him a deposit of $8000 in cash (total amount $12k). Now he gave me options of 1) to transfer him $7500 to his company before the moving date Aug7, or 2) I have to pay his friend for storage at $3.5/foot and find new movers. I strongly feel that this is an unfair practice, holding my furniture hostage at a place whose price I’ve never agreed to. It comes down to either I pay him more or pay his friend. And to demand that I pay more in advance before the job is finish is very unfair when I already paid the deposit and I no longer trust this company to hold up its promise to deliver. I feel unsafe dealing with this company and that I cannot trust their words when they don’t even honor our contract. I have filed a police report #ARN14019419 and asked for their advice regarding this unfair practice. The police referred me to Consumer Council for help. As I am running out of time to get my belongings back on Aug 7 before my children return to an empty house in HK.
On July10, XXX of XXXx Company came to my condo to estimate the moving cost. He sent me a quotation by email of $12,500 for packing from condo in ApLeichau to storage, 1 week storage, and delivery to new condo in TaiTam with unpacking service and handyman service. We have agreed on the deal with a $500 discount, meaning $12K for all inclusive move. We confirm the moving out date of July30 and move in date of Aug7. On July 22, he came to deliver some boxes and I showed him the condo again after I sold some furniture so that he knows the actual amount. He said no problem. We also had confirmation by email
He came with 3 other movers but couldn’t finish the job in one day even with my help packing many boxes that day. He said he will come back to finish the next day by noon with the same number of movers. In the morning he sent text messages that his mother fell down the stairs and had to see the doctor in the morning. So I continue to help him pack in the morning till I ran out of tape. He came alone around noon. No other movers came. And I help him packed again. Around 6 pm a truck arrive and he has one man to help him load the boxes away. He also said that he will send me a packing list by email, but until now he hasn’t done so. The deposit receipt I only received today (Aug4) around 6pm after the police got involved.
On Sunday 6:30am , he sent email to inform us that he will not finish the job because it’s over volume and he will leave the company end of the month. He also blamed me for not selling furnitures, which is not true. I sold all that I mentioned and showed him exactly what I had left on July 22 when he came to deliver boxes late at night. He has been avoiding phone called all Sunday afternoon. And only this morning (Aug 3) that he began responding and demand more pay.
First he should be responsible for the mistakes he made. If it is over-volume, that is also because he couldn’t pack efficiently. He prefers to just wrap rather than disassemble. And he didn’t seem worried about the volume on packing day. I believed he is trying to extort more money out of me because I have very little choice since he already took away my furniture and $8000 cash and expected me to pay his friend for storage. His company is taking advantage of the situation that they’ve forced me into.
We tried to come to an agreement today. He asked for $4500 extra, in addition to the $4000 that we still have to pay upon job completion according to original contract. Upon a phone conversation, he agreed to reduce to $2500 extra. And later in his email, again changed to $3500 extra, but this time he demanded that we transfer a total of $7500 in advance, which I cannot agree. The amount should be paid after a job completion. I would never agree to pay anything more but as I mention, he has put me in a disadvantageous position. I need by belongings back by Aug7 as the children are coming back.
I do hope that you can help my situation and see the unethical practice of this company. We are in a civilized society and consumers right should be protected. To run a business like a mafia, where the choices for consumers are ‘you pay more, or else you loose even more’ should not be allowed in Hong Kong.
edited this section, added a proof that 1000 cu.ft is a correct estimate (quotes from another comp), not 1550cu.ft cuz He is using this 'underestimate' as the main excuse to invalidate our contract:

The consumer Council will take 4 to 8 weeks to respond to you with a form letter saying that they have contacted the company and are waiting for a response.
Because the longer it takes for them to read the letter and understand it, the more time it takes to reply, even though their response is more than likely going to be. 'sorry not much we can do here.'
