12K - no issue you will find something small but clean if you look at the right places.
maybe the question should be like this? what is your lifestyle?
do you really like the nightlife and want to be close to the action, but don't mind living in a shoebox in hk island?
or do you prefer more space/larger apartment, don't mind 30 mins travel to work, are you seeking a place with clubhouse facilities, ie, gym, swimming pool
or do want most for your buck and a lot of greenery/countryside surrounding your place let's say 650 sq ft for HK$12,500, don't mind slightly longer travels, ie, 40mins, also few expats here. ie, kam sheung rd

For what it's worth, I live in a 2-bedroom place, which is reasonably spacious for HK, 15-20 minutes walk away from Central - nightlife, shopping, offices, etc. - which I was paying 12k for until early this year. I'm paying more now, but it shouldn't be particularly hard to find a smaller, but still comfortable, place in this sort of area for that sort of budget...
Look for Kennedy Town, close to the action, upcoming new area with lots of restaurants and bars opening up, will have MTR (subway train).
Once you arrive in HK and set up in a hotel, have a wander around Kennedy town, many agents you will find, pop in and ask whats available for around 10K and tell them NO SUBDIVIDED FLATS.
I was listening to the local radio channel this morning on my drive to work and the radio hosts were talking about Subdivided flats in K Town especially for the Uni students who couldnt get a room in the dorms.
300-400 sqft apartment which would get rental for around 12-15K was divided into 4 small room, 3 of the larger rooms would be charging 8K per room and the smallest one was charging 5K, now that is a great money making machine, 29K rents recd instead of 15K.
sorry for going off topic, stay away from subdivided places, they suck, thin walls / noisy, electricity and water bills split randomly or charged higher rates by the landlord.
