I've been a passenger in a GoGo Van many times - does the make a difference?
The Transport Department determines whether a vehicle is a “private car” or “light goods vehicle”.

Without a clear definition a van can be classed can be as a private vehicle if it has seating capacity and is used for private use.
PLamHK wins
It seems that the person who registers the vehicle decides if it's registered as private car or light goods. Not knowing the pro's and cons of each, difficult to know what is the preferred route for drivers, but being HK, whichever is cheapest is likely to be popular.
I'd be quite surprised if GoGoX allows its vehicles to be licensed as private cars. There's a huge insurance issue for a start if they are then used for the commercial transport of goods.
LGVs have a decent enough tax break on the first registration tax. No point registering it as a private car.
Am I missing something here?
