Citibank Singapore or DBS Singapore ATM card withdraw monney in Hong Kong

Is there any extra charge when withdrawing money from a Citibank ATM in Hong Kong using a Citibank Singapore ATM card? The same question for DBS bank.

I got different answers from Citibank when I called their hotline. One said no extra charge, only the FX rate; the other said it depends on the regulations in different countries.

For DBS bank, I called twice and I was told there was no extra charge and only FX rate would apply.

So I would like to check if any one here who are previously from Singapore have real-world experience on this.
